I tend to agree with you here but then there is also a picture of a stage show with multiple characters as well.

I could be wrong but this is how I read it:

Lets focus on the the live entertainment WDW has to offer other than the characters in autograph sessions, parades, the castle show, etc. Basically if it's a live person doing something that playing a Disney charactet let's see it.

If rtphokie feels it shouldn't be included I'll be happy to replace it with something else. He's running the contest.

I am on the fence on your shot, but sort of lean to it falling in the "etc." The Cruella is a character meet no matter where it took place. I agree that it is not my decision to make b/c I am not putting in all the hard work. I am just expressing my opinion.

Basically the idea is for photos of Disney entertainment other than characters since we have a number of other contests that cover them.
