Yes, Maxpass starts at MM. You just have to wait for Tomorrowland FPs are at a time you can enter the Land. (For example, you won't be able to enter Tomorrowland til 8, so watch for the FP time to get closer to that.)

That's a good plan for getting into the park ahead of the crowds, but I don't believe fastpasses are available for distribution until normal park opening. Even with Maxpass.

That's not accurate; we've scanned into the park and booked before park opening (during MM or before rope drop on non-MM days) frequently.

The first FP return times have lately started 30 minutes after regular park opening, but they've messed around with that quite a bit (for awhile the returns started at opening or people even said there were return times during MM, then they started at park open for the EMH park but 30 minutes out for the non-EMH park) - I think 30 minutes after official opening is still accurate, but wouldn't be surprised if that has changed or does change again.
