Do you have to stay at a resort on the grounds to be able to use the WDW transportation? We are staying off site at a pool home. Since we have hopper passes, I was wondering if we can park our car at one lot and then use the monorail to go to the other parks?
 
Yes you can use Disney transportation. You can also hop with your car if you want. Once you pay for parking at one park it is free at the others. Just show your receipt when you drive up to the next park.
 
Yes, you can hop using the buses, monorails, and boats. Just make sure where you want to leave your car is still open when you want to return. For example, Animal Kingdom usually closes at 5 or 6pm. If you go to Animal Kingdom in the morning, then stay at Epcot till 9pm, it will be very difficult to get back to your car in the Animal Kingdom lot.
 
The original poster asked about taking the monorail to the other parks. Just want to note that the monorail only services the Magic Kingdom and Epcot.
To get to any other parks from the Magic Kingdom you can monorail over to any of the MK resorts (Contemporary, Poly, and GF) and take a bus from there to the Animal Kingdom, DTD, Disney Studios and the water parks.
The rest of the parks have park to park bus service.
I also suggest you park at the theme park you plan on visiting last that day.
 

I just want to stress the parking issue; trams stop running from the transit hub of the vast theme park lots out to the parking rows just two (or fewer) hours after park closing. Finding your way across this sea of asphalt is almost impossible without the trams. A good option may be to park at one of the monorail hotels, and use the transit options from there.

Bad advice. You can only park at a hotel if you are staying there. They do give out temporary parking passes but those are only good for three hours. Staying longer than the pass allows could result in a towed car.
