I was at Disney World last week and experienced quite a few Ride closures/ delays.
- Toy Story Mania closed while we were riding it at night on April 5. We had to be escorted off the ride. It was pretty cool to see the entire ride, though. The theming is amazing! The next day only one track was running.
- Tower of Terror was only running one track on April 6
- Space Mountain was closed most of the morning on April 3
- We were stopped on several rides - Splash, Haunted Mansion, Pirates, Pooh and some others

We went last year over Easter week and I don't recall rides having this many issues...

These brief stops are typically so they can load/unload people that need extra time getting situated in the ride vehicles. Nothing unusual at all about them.

The rides are being run at over capacity due to crowds never designed to be handled?

They're old?

Diminishing emphasis of preventative maintenance/replacement to trim budgets?

Take your pick.

Coincidence?

Splash, Haunted Mansion, Pirates, Pooh and several others (Spaceship Earth, Small World, Buzz, Peter Pan to name just a few) have random stops like this because if someone needs extra time to enter/exit the ride vehicle, the entire line of vehicles has to come to a stop. Once the person finishes getting on/off the ride, the motion resumes. Sometimes it does seem like forever when it happens, and sometimes it happens a few times during your ride, but the only alternative would be to not let less ambulatory people ride. I can't complain when it happens.
