Water park with 13 month old

We booked through an agency and with our tickets we received a free one day pass to either a waterpark, Disney Quest or a round of golf. We decided with the little one that a waterpark is the best idea but we've never been to either one. Does anyone have any tips on which is better? And is there much that DS will be able to do? I'm leaning towards the theming of TL but I want to choose whichever theme will appeal the most to a 13 month old. TIA!!
 
I think Blizzard Beach has more for the little ones, though we haven't been over there since the late 90's. Even as a kid I never liked BB. The theming at TL is way better, imo, and there is an area for very young children.

What don't you understand?

I personally don't care for BB, but it is more little kid friendly than TL. I mentioned that I hadn't been there since the 1990's so the OP would know that my first hand knowledge is woefully out of date.

TL has an area for toddlers.

EDIT: I'm capable of having a personal opinion about something while still recognizing why others might appreciate it.
 

Blizzard Beach has awesome kids areas. Typhoon lagoon's wave pool would knock you down. You can float on the BB wave pools.
 
Blizzard Beach would be my choice hands down.
- The toddler area is bigger and part of the original plan. Very well designed. Only two entrances in and close to the main hub. Lots of great play areas, slides and very easy to enjoy with your child.
- Wave pool is very gentle so would be fun to take them there and swim with you.

Typhoon Lagoon ....
- Kiddie area was not part of original plan and squeezed in later.
- A main walkway next to it often used by folks "cutting through" towards back.
- We find the area total chaos, and don't blink watching your child.
- Wave pool is very powerful and I would not take a child that young in it.
 
Although I prefer BB, it doesn't matter at all which you choose for a 13-month old. Water is water at that age! I'd choose the one you and your husband think you'd prefer.
 
Are non-toilet-trained babies allowed anywhere other than kids' splash zones? I know on the cruiseline no swim diapers are allowed in the pools.
 
We've done both with our little one. I think either is fine at that age, but if you want to take the child into the wave pool, BB is better. BB kiddie area has some very little slides at top of the area, two slides kids can go down themselves, a set of three slides that parents can go down with kids, and a shallow play area. Wave pool and lazy river are nice. They can also go down the large family raft ride, Teamboat Springs. There are lots of chairs to put your stuff on with sand around them which kids can play in as well. As long as kids are wearing swim diapers, they are fine anywhere in the park.

Yes! That rule is standard on the cruise lines; I think it's from OSHA. Swim diapered babies are allowed to play in whatever waterparks on land.

As for OP, I reccommend blizzard beach. We did it when our daughter was 7 months and it was great because it has a separate kids area that targets school aged kids. Most of the bigger kids don't want to play in the baby area and it's very pleasant in the splash area. Your 13 monther will LOVE the splash area. We also went on the lazy river, but were nervous for the wave pool so not sure about that.
 
Thank you everyone! I'm glad I asked because I was definitely leaning towards TL but with the majority picking BB I think that's where we will go. DS LOVES splashing in the bathtub so I'm sure he will have a great time in the splash area. The plan is to do the waterpark in the morning and then go to MNSSHP that evening. I'm hoping he's so exhausted after the waterpark that he takes a super long nap and will be able to stay up later for the Halloween party.
