Water Park for Pre-Schooler

Which water park is better for a pre-schooler? (4 yo, pretty good swimmer)

Is it true that Blizzard Beach has no shade?

Blizzard Beach has a great kids area with little kid slides and everything. If she is a good swimmer she would enjoy the ski patrol training area. BB is our favorite by far. There is some shade, maybe not as much because of the theming but there is some.
