noticed use years:does everybody within a resort have the same use year.if not how does it differ?
 
No, everyone from each home resort does not have the same year. I was assigned "March" when I purchased my OKW contract through Disney. Not sure if I even had a choice as to which one they gave me ? I know the use year is significant mostly when it comes to depositing points or holding accounts if I'm not mistaken. There was a recent thread on "use years" just this week. I have never been one who thinks use year is such a big deal. Basically it is WHEN you get your points assigned for the year. Ours is March, so every March 1st is when our points get added. You have the first 6 months to bank up to all of your points, so I could do that up until September 1st.

Some think it is a good idea to have a use year just before the time they usually travel, so that IF they have to cancel last minute, they can still have time to bank the points. That being said, I think those occations might be rather rare that one would need to cancel in the last 30 days. We have been members for over 7 years and have planned and taken numerous DVC trips, but have never had to worry about a late cancel.
 

i never thought aboutit before but are there penalties for booking and then cancelling your res?do you get all points back if you're in a certain window?

You get all your points back and fully useable as long as you cancel MORE than 30 days prior to the reservation (from the start day). The real issue with the use year is not when you get your points but when your banking deadlines are. If you tend to travel the same time most years, you should have a use year less than 6 months before hand. This is especially true if there are variables that might make you change or cancel last minute. Even if you get your points back, you may not be able to bank them or use them for other options before they expire so there are other potential penatlites that are based on you individual situation.
