Was free dining offered to the public this year?

Or was it just through pins & bounce back offers? I'm trying to decide if I should book it or wait for free dining to be offered.

Yes, it was offered to everyone. The announcement was made around the beginning of April, for trips beginning between August 26 and September 22.
