I called to see how much it would cost to stay summer 2003 and the lady said $199 to $309 (wow!). For government rate, I could stay for $129. Will the government rate be the cheapest I can get?

Yes - the $129 government/teacher/nurse rate is pretty much the lowest rate out there.
