If I have a room booked already at my home resort that uses all of my points can I waitlist another resort at the 7 month mark?

Yes. Just set the waitlist up to replace the existing reservation if it should come through.

If the new reservation uses fewer points, the left over points will be returned to your account. If it requires more points, it will need to borrow points if you don't have any current year points left. If you don't have any points to borrow, it can't make the reservation.
