there is no way to truly tell you what the times would be.......but just get to the parks at opening and you should be able to hit all of the major rides with little to no wait. Crowd level grows after 11AM.

We were there last August at that time. We got to the park each morning for opening. There really weren't any lines from opening until about 11 am. By noon lines were starting to get long (35-50 min). We left each day between 1-2 pm and the lines by then for the popular rides were over an hour and some around an hour and half. We went back at night (around 5 pm) and while the lines weren't as long as they were mid-day, they were definitely longer than first thing in the morning. We were there for two weeks so we had plenty of time and didn't bother with the express passes.

Aug 15 is still considered peak times but I doubt that it would be as busy as July.

It really depends. Sometimes you'll get lucky with about a 15 or less wait. Other times, you might be looking at 60 or more. Use single rider if it is open. Unlike Disney, the single rider line at Universal/IOA is usually less than 5 minutes.
