Wagon for disabled child

I saw something for the first time ever at MK the other day. Someone was using an ECV to pull a child who couldn't walk using the arm rest on an ECV as a trailer hitch. They ran over two people that I saw and I only observed them for a couple of minutes. They kept loudly explaining to people that the little boy couldn't walk. As far as I could tell the wagon was a normal wagon, not a specially built one. There were several people with the party who looked able to pull the wagon without assistance. Does Disney authorize this especially when there are several other options for children with mobility issues. This seemed very, very dangerous to me.

No wagons are not suppose to be used at all even as mobility devices. I'm shocked to hear they got it through let alone the fact they were allowed to tow it since towing anything with an ECV is against the rules as well.

The OP really says why wagons or towed items are not allowed.
They are a tripping hazard whether pulled by someone or pulled by an ECV or something else.
In addition, if someone is using one in a line as a wheelchair, wagons could easily 'stray' outside of their path since the dividers are not full height. The pulled child could also get their head banged against the bars.

I should also add, there is not a requirement to allow a wagon or any other device that is unsafe in use even if the person it is being used for has a disability.

I can't believe they got a wagon past security and the turnstiles.

I would have been shocked years ago but seeing as this year I got ran over by a kid on a scooter, and not a fold up one that is easily hid in a backpack but rather one of those plastic heavy duty kid's ones, I actually not as shocked when as I said I was when stuff gets passed security and the turnstiles. Seems like some CMs just don't care until someone gets hurt.

I have seen about 3 wagons in the park I do not know how they got in but I have seen them I have also seen one of those weapons used to hull things in walking in to the MK I do not know if they got in or not. I would have reported it to a CM

I did see someone with a selfie stick fully out in the MK an security guard was right there said nothing at all some thing just do not sock me any more

Wagons are not supposed to be used in the parks - they are on the prohibited list. But things on that list do get through. I'm really surprised they were being allowed to tow the wagon behind an ECV though.

Any wheeled device that is pulled behind the guest is strictly forbidden. I have no idea how they sneaked that one past Security.
