My sister is bringing her 7 year old grandchild who may get a little worn out from all the walking but not tired enough to go back to the room for a break. She thinks he's too old for a stroller so if my memory is right I thought I remember some people pulling kids around in wagons or something like it. Does WDW or anyone offsite rent something like this and does WDW allow it.

Nope, won't be allowed into the parks with that. It's a huge hazard.

wagons are not allowed int he parks.
at 7 the child should be able to handle the walking.
if he can't then they can sit down to rest in the parks.

What everybody else has said. At 7, the child should be able to walk for the day, or be allowed to take an occasional rest/break. The same applies to most everyone. If Grandma insists on staying after the child is worn out she can rent a stroller- a 7 yr old might be a little snug for one, but should still fit.

My dd, now 22, was almost 6 when she first visited WDW. She actually had her 6th birthday there. Anyway...she walked everywhere. If she got tired, we took a rest. There's no need to rush hither and yon. Take your time, enjoy the sights. Let little ones amble about. Be sure to take bathroom breaks often and be sure to have some table service meals each day. It really helps the kids keep going.

Unless there is a special needs issue, a 7 year old should be able to walk. When the kid is too tired to walk, they probably really need a mental and emotional break too. Use mealtimes for breaks, let the kid set the pace and be willing to accept that 8 happy hours is better than 8 happy hours and an extra hour with a tired, cranky kid. :)
