We are visiting anaheim for 2 weeks and had hoped to take the kids to play in the snow, as they have never seen snow. However, we are having trouble renting a car that can be fitted with snow chains ( as part of the rental agreement) Is there anywhere the kids can frolic in snow that we will not need snow chains on the car for? Thanks.

You can go up to Big Bear. As long as you go while the sun is out you should be okay. I've driven up there a few times to enjoy the snow, and never needed chains for my tires.

All I can tell you is what I've learned over the last year of planning this trip. Most, if not all, rental car companies do not allow you to put chains on the cars because if you don't do it properly, you can damage the vehicle.

We are driving to Mariposa and taking a YARTS bus into Yosemite. I'm not sure where you would go closer to Anaheim for snow. We specifically wanted to go to Yosemite. I'm sure there are places. You might look into public transportation and just park the rental.
