Visiting Disneyland after many years, need some advice please!

We are going to visit Disneyland this Monday after long time (last time been there 4 yr ago) and have some questions.

1. Disney website says park is open at 8 AM. Does it mean everything will be open inside at that time including Guest services?

2. When they open their parking garage? Is it at 8AM or we can come earlier then that?

4. We are going to be there on Monday Sept13. One website shows -Crowd Forecast moderate. Does it sound right for that Monday (no holiday weekend ) ?

3. We have young daughter in wheelchair, do they still offer fast pass for kids with mobility issues?

Yes

Mickey and Friends Parking Structure opens approx 1 hour before official park opening. However be aware there are no trams to take you from the parking to Downtown Disney, you will have to walk.

Crowd flows can not be predicted accurately due to a number of factors. If thats your park day, just go with the flow. The Disneyland Park experience will be very different to what you experienced before , so dont think you will have the same experience as you did before Covid.

The Fastpass system is not in use anymore. What you need is the Disability Access Service which you need to register for a Guest Services in City Hall.
 

8AM is rope drop but the gates, Main Street and guest services may open a bit before than that depending on how long the lines are outside. Toontown usually opens one hour after park opening but all other lands open at 8AM.

From the parking structure (Mickey & Friends / Pixar Pals) you will need to walk the tram route as no trams are running currently at any time. It’s about a mile depending on where in the structure you park. There is wheelchair/ECV rental at the structure so if you were planning on renting one, then you will be able to get one to make the trip from the structure.

Alternately, you can park in the Toy Story lot which has shuttle busses running that’ll drop you off at the harbor side of the esplanade close to the park gates.

No trams, period. Yes, you'll have to walk all the way through DTD.

There is no handicap parking near the park entrance.

At the structure there is handicap parking, but FYI from anywhere in the structure there are elevators to the ground level, and then it’s flat/free of stairs thru security, down the walkway, and to the main gates. It is about a mile, but there are no obstacles for someone in a wheelchair (I recently visited with someone using a wheelchair).

Alternately you can park at the Toy Story lot and take the shuttle which drops you off at the Harbor security entrance by the park gates.
 
I believe all the lines in California Adventure are wheelchair accessible, so you may not be able to use the DAS there.
