What is the end goal? Are the Visa/MC prepaid cards a gift? If not, I find it is rarely worth it to buy them due to the activation fees.

You can use Target GCs to buy other store GCs at target. I personally have bought some Disney GC with Target GC a few weeks ago, but they have plenty of other store GCs - movies, restuarants, etc. Certainly depending on her age, maybe none of it interests her. But maybe you can give her cash and use the GC on products or other GC you want from Target?
