Technically she is the Head of State of the Commonwealth of Nations (each nation being an autonomous community... equal in status to Great Britain.) Her role is more symbolic, as a focus for unity and identity, as each Commonwealth Community has their own government lead by a prime minster. The ability to make and pass legislation resides with an elected Parliament only, not with the monarchy.
Just making sure that that those who might not know are 'educated' as we are being inundated with history from VFK.
