It is available for GCH guests. This is what we were told last August. It is key card access and not a very good view of WOC, the water screens are partially visable.
It is up on top of the new wing, has a key card lock. When we went up there was a CM standing outside the door. The CM stated there a guest had complained there were non GCH guests that were reported on the deck, it was crowded, etc. Who knows.??
The view is really different from seeing the show from the paradise pier viewing area. You're high up and off to the side so you don't get a good view of the water projections, like blackjackdelta mentioned but it is still an interesting angle and you can see the lights in the water. They do pipe in the music, so at least you do get to hear it. I wouldn't recommend that be the only way you see it, though. We did it with the kids, since we were back at the hotel already (parks closed at 8pm and show was at 8:15pm that night) but we were going to see it the following night with the picnic option. It wasn't crowded when we went and it was cold, since it is open air. Full disclosure: being from Hawaii cold for me is 60s and below.
I agree..it was nice to see it there and there was no CM and only about 15 people up there, plus restrooms, but the view is certainly not what you get up close. Still, not bad if it's not the only time you see it..
