I guess it all depends on what your definition of clear is. We've been to Bora Bora which in my opinion was the clearest water I have ever seen. Some parts of Hawaii and Turks & Caicos as well. I wouldn't put Vero in that category but it's not as "cloudy" as water up north tends to be. I don't know if that helps!
Not sure if you meant love bugs or no-see ums? Love bugs are a pain if you drive at night and you get them on your car but they do not bite. No-see ums on other hand bite and always get me!! Vero does have an abundance of them. We live about 3 hours away and do not have them like that.
Love bugs usually have two seasons, spring and fall. Their season is about two weeks or so. Maybe middle towards the end of May and early to mid September or so.

I can’t stand love bugs but they aren’t bad enough to cancel a trip, in my opinion. The last love bug season wasn’t too bad. They are mainly a nuisance for vehicles.
Noseeums will always be around. They are worse at dawn and dusk.

If you don't have a vehicle, they aren't that big of a problem other than lying out a the pool and they just land on you. Just a mild annoyance. If you have a vehicle, you have to clean the windows and front of the car almost every time after you drive some place. Or your paint can be ruined.
