VB's 2004 dues are down from 2003?!!!

Am I reading this right? It seems that the dues for 2004 is estimated to be $4.0068 while 2003 was about 4.37.

Is this possible?


Never mind. I found my answer. It is $4.6715. I did not think it would be only around $4.
