vaping in the middle of the park?

So I just got back from a wonderful trip from Disney. But I was quite shocked when I noticed quite a few people vaping in the middle of the park! They weren't in any smoking designated area whatsoever. It was kind of annoying, especially since I was sick half of the time I was there (rotten cough and sore throat). I'm not trying to start some fight or something on this thread but I was curious if Disney ok's vaping in non-designated smoking areas now?

Vaping can only be in designated smoking areas. However, that doesn't prevent people from breaking the rules.

I suspect it's like anywhere else. Selfish "vapers" don't consider it smoking and ergo don't feel like they need to be in a smoking area. Unless things have changed radically "no smoking" also means "no vaping" - and they SHOULD be sticking to smoking areas.
