Using TA for OBC

any downsides to booking with a travel agent? I want to be in charge of my plans.

You will be able to book your own excursions and such, but any contact with DCL must be done by the TA. So any modifications to the reservation itself has to be done by the TA.

In general all payments for your cruise would need to be made through the TA. The only exception I know of for this is if you are using a Disney Vacation Account. You are not supposed to give your DVA account information to your TA and the DVA site list various phone numbers for you to call to make payments directly.

If you book directly with DCL (regardless of room category) you can contact DCL whenever you wish. If you book through a TA (regardless of room category), as noted, anything having to do with the actual reservation (room changes, gratuities, dining preference, payments, whatever) must be done by the TA. When the online checkin/excursion booking window opens, you can do that yourself, regardless if you used a TA or not.

You would still be able to be in contact with shoreside concierge regarding excursions, dining, ticketed events; but if you decided to change rooms, add transportation, cancel, etc the TA would have to handle those.
