I am confused as to when/if I can use points from 1 resort to pay for a stay at another.
My situation is that I have booked the BCV at the 11 month window.
When the 7 month window opens can I use my SSR points to pay for some of this or do I have to make a new reservation and cancel the original?( I have banked SSR points that cannot be banked again)

I'm confused. Which is your home resort? Are BOTH your home resort? I think what you are asking is if you can reallocate the BCV points and use SSR points instead. I'm not sure you can do that without rebooking, but you might want to call MS and ask that question.

No, you would have to cancel your original reservation and make a new reservation with SSR points at 7 months, assuming there would be any rooms available at 7 months. Check at the 7 month mark and if rooms are available, book the new room with SSR points and then cancel the old reservation saving your BCV points for another time.

I have reservation at BWV booked at 11 months. I would love to save some of the BWV points for future trip and substitute some of my SSR points. Can't be done.
