Using patient lift in accessible rooms with lowered beds.

I was told by dvc rep over the phone that room at bcv would be made ready for hoyer lift I rented ie: raise the bed and move necessary furniture out of way. When we arrived room was not ready and the engineering/housekeeping rep came to room and arranged for this to be done. However he stated they no longer typically offer this service due to "liability". I absolutely need a lift for my daughter with cp. And it will not fit under the lowered bed. So, should I raise a stink each time we come( 2 x/ year) or bring my own bed raisers? Anyone else have this issue? How to solve?
