Using AUL and VGC points at “open” resorts??

If VGC and AUL remain closed, when (if ever?) will owners be restricted from using their points at other resorts? I thought that in order to “trade” out (book a non-home resort), your home resort must also be available for others to book. If Aulani and GCV are closed, then how can those who own their “trade” into a different resort?

There is a section in the POS that discusses loss of use of your home resort,

In my RIV POS, it states that one option is to allow owners to still trade out to open resorts, even though it creates a more than 1:1 match.

Another option would be for the board of that resorts condo association to pay for owners to pay to stay at other hotels and then add the cost as a special assessment to all owners,

So, I assume that all have something similar in what to do.
