I have a new contract (hopefully, purchased through resale) with 2007 points banked. Can I borrow 2008 points (before use year)? In other words, can I bank 2007 points and borrow 2008 in the same use year?

You would bank '07 points, use '08 points and borrow '09 points.
 
You can always book at 11 months out, but the points will be taken from the appropriate use year. If you have no need for the points in your '07 use year, you can bank them into your '08 use year to be used for reservations falling within that use year. If you need additional points for your reservation that require more than you will have with both the banked '07 points and the '08 points, you can borrow some from '09 at the time that you make the reservation.

Which use year is your contract? That means which MONTH is your use year in?
 
Yes, if you wish to make a reservation for dates in your current Use Year (2007) and your current points have already been banked (or if you've already used them all) , you can borrow from the next Use Year (2008) for that reservation.

For example, if you have a June Use Year and your 2007 points have already been banked you would need to borrow from your June 2008 Use Year for a reservation prior to June 1, 2008.

As Diane mentioned, if your travel is after June 1, you can use the banked '07 points, the "current" '08 points and borrow points from '09 for that trip.
