I think it's good. Airlines haven't been able to profitably price fares. Consumers accept checked baggage fees. Many of us look for the lowest fare that comes up in the search engine.
Checked baggage fees result in revenue. They also result in fewer checked bags, leaving more room for (profitable) cargo. I've read SW carries less cargo then other airlines. Probably one of the reasons they still allow 2 checked bags.
