US First Time at Christmas

We will spend Christmas in Orlando at a RCI timeshare. Staying at Sheraton Vistana Dec 21-28. We will mostly visit WDW, but want to add US this time too. We've never been to US.

Questions:
Will US be as packed as WDW during this time?
There are three of us. Should we spend the extra money to stay on site at US resorts?
If we stay off site, we will need to purchase the park tickets and the express passes, correct?
If we stay onsite, we will need to purchase park tickets, EPs will be included in our stay, correct?

Universal parks are just as packed as Disney ( all Orlando parks are that week).Stay onsite.If you stay offsite, keep in mind that the cost of the express pass that week will be VERY expensive ( cost goes up with the projected crowds )

We'll be there at HRH during part of your stay...us, and 20 or 30 thousand of our dear friends.
If you can spend just one night on site, you'll get Express benefits for two days, plus the earlier entry for HP and a bit more.
