Uprgrading room on arrival?

Has anyone upgraded their room upon arrival? we would really like to stay on the Empire Floor at HNY, but the empire rooms are not included in the offer that we have booked on. If they have rooms available at check-in, would we be able to upgrade upon arrival and would it be any cheaper ?

I know I posted about this before but do you know if you can pay to have Breakfast in the Empire Club ?
