Upgrading room size, within concierge level

We are considering our first cruise late February, a 7 day on the Wonder, and ideally we would like a one-bedroom on concierge. That said, the $$$ has given me some pause as I'd feel much better with the extra $ after holidays, year-end is behind us.

My understanding is payment is due in full on concierge, and there are no cancellations. If I book a Concierge level room (the veranda size) now and pay in full, and there are still one-bedrooms available at the time I'm comfortable to upgrade, can I do that without penalty?
 
Full payment is not due upon booking unless it is past the pay in full date which I believe is 90 days for concierge. Only the deposit is non refundable up until the penalty phase, and you can even move cruise dates. There is no penalty to upgrade if available, and prices will be set at what they were the day you booked original room.
 
Concierge deposits are non-refundable, though I believe you can move that deposit to another cruise date.

I don't believe concierge staterooms require payment in full at booking, unless (as PP says) you are past the PIF date for the cruise. I believe official PIF date is the same for all passengers regardless of stateroom, and how far in advance PIF is depends on the itinerary. What does differ is for concierge guests to have first crack at excursions, adult dining, etc. you must be paid-in-full 120 days prior to embarkation. So that puts you into late October for a late February. Depending on how important that early activity booking is for your plans, you could probably have until the early part of December to PIF if you aren't too worried about booking activities early (scratch that idea if going for a cabana).

Whether or not you could upgrade will depend on availability. If there is availability, you can upgrade with no penalty and price will be based on your original booking date (not the date you upgrade if prices have increased). But I strongly recommend booking the category you will be happy sailing because upgrades aren't guaranteed to be available. If you won't be happy in the smaller concierge room, find a way to book what you want.

As others have mentioned PIF is not due when booking unless it is past the PIF date. You can upgrade to a 1 bedroom if they are available without penalty and you will get the price that the 1BR was priced at the day of the original booking. We actually upgraded our CL suite to a bigger room for our cruise on Sept 23rd a couple weeks ago. Seeing as you already have a Cat V booked you can call Shoreside Concierge and they can upgrade the room for you when and if you are ready. I would recommend calling them sooner than later to at least see what the price will be. We actually saved a nice chunk of change over the current price of the Suite because the original booking was opening day pricing so we got the opening day price for the suite we upgraded to. We love 1BR Suites. Good luck.

If I understand correctly, if I want to get a cabana on CC, I should be paid in full 120 days out.

Thinking through this, If I go ahead and book using my Disney Visa through Costco, I should get 6 months no interest, the Costco gift card of ~ 8%, 2% cash back for executive member of costco, and 2% in disney rewards to use on the boat. I think I just justified the 1 BR
 
Yes definitely pay in full by 120 days so you can take advantage of all the early booking especially if you want a cabana.
