As far as I know it can only be done at Guest Services at the parks or at Downtown Disney. There have been some rumours of people having a hard time upgrading thier MYW ticket when dining was invloved. However it can be done, I did it on September 9th at the EPCOT Guest Services.
Bill, our package does not include dining. I think I will go to DTD guest services. That seems to be a major hub for AP's. Bill, did you upgrade to an AP?
In September I went to WDW and had a MYW ticket and the free dining. On our first day before entering the parks I went to Guest Services outside of EPCOT and asked to upgrade my MYW ticket to an AP. I reminded them that I had dining on the ticket and the room key and that I didn't want to lose them. The CM said is was no problem and charged me the difference betwen the MYW ticket cost and the AP cost which was $240.42. I did get a new "paper" AP and I believe the MYW ticket was removed from my room key/dining card.
It was an easy transaction for me but when I got back from m trip I read that some people were having a hard time upgrading and some were told they couldn't do it at all. If you run into this problem I think you should either ask for a supervisor or try a different parks Guest Service window.

I upgraded our MYW tickets at Epcot with no problem. The only thing was that when we upgraded our tickets we were on the free dining plan and had to wait till all our credits were gone (was told it would mess up our dining). We upgraded at the guest relations at the back of the park (we stayed at the BC and walked over... I think the name of the area is the international gateway?!?!?). They were very friendly...

I've had it once before and it was great!!! I only took 2 trips to WDW that year but one was 11 days and one was 10 days so it was worth it. For this AP I'm doing at least 2 trips and maybe 3 with an outside possibility of 4. Hey, I could easily be talked into going back down to WDW for the beginning part of September for free dining again.
