upgrading dining package to APs??

For months now DH and I have been planning a trip to WDW in December for our 5th anniversary. We had planned to get the package because we really wanted to add on the dining option. My sister just invited us to go to disney with them another time in 2006. We figured with 2 trips planned annual passes would be the best value for us except we really had our hearts set on the dining plan. A CM told us we could book the package plus dining and upgrade our tickets to annual passes when we got there. Has anyone had experience with this? We just don't want to book the package and get there and find out we aren't allowed to upgrade with a package. Thanks for the help!
