Upgrading a base ticket with a FL res. discount?

Here's our situation. My family of 4 along with my BNL are going to take advantage of Free Dining in September. My BNL will not be there for the entire time though. We will be there 9 days he will only be there around 4 days (he has a conference to go to). I purchased 1 day base tickets for us all with our package and am going to upgrade my families to 9 day park hopper upon arrival and my brother n law will upgrade his to however many days upon his arrival. Anyway--since he is a FL resident can he still get a fl resident discount with this upgrade?

1) Florida Residents can upgrade.
2) In this case, he would refund his ticket, then buy new.
3) It is quick and almost seemless.
4) Just make sure he has driver's license, or no Florida discount.

that's what I thought, just wanted to make sure. We can do all of this at the resort? thanks
