upgrading 3 park promo ticket bought on Expedia to Annual Pass

i have read that sometimes you can book the AP rate for a hotel at universal, buy a regular park ticket, and then upgrade the ticket when you arrive to a APH to take advantage of the AP rate.
But what if I buy a promo ticket off of Expedia? I was hoping to buy the 3 park promo park-to-park ticket that includes Volcano bay but not sure how that would affect my ability to upgrade to an AP?

I don't know about the Expedia part, so can't help with that.

But, I do know that a 3 park ticket must be upgraded to a 3 park AP.
 
You can upgrade a 3 park ticket to a two park AP ONLY if the ticket has never been used at Volcano Bay. As soon as it has, you cannot upgrade it to a 2 park AP.

Universal will upgrade the Expedia ticket. It just isn't always clear how much they will give you for it.

I had used the Volcano Bay part of the ticket, so that makes sense
 

Follow up question, where would I go to upgrade my ticket? I am staying at the hard rock hotel; would they be able to do it there?

Yes, you can do it at the ticket desk there or any guest services. You can't do it at the front desk, though.
