Upgrade ticket to Annual Pass but not activate?

Odd (or maybe not) question. If I wanted to upgrade a ticket to an AP (a Florida Silver to be exact), can I do so but NOT have it activated? Basically, I guess I'm trying to upgrade to get a voucher for a Silver Pass that I can add to MDE.

The reason if anyone cares is that the tickets I have will "expire" and I already have a Silver Pass for this year so don't want to activate now. I also don't want to do a date change on the tickets when I eventually will want to use them as I'm not sure when that will be and would rather lock in the savings now (the ticket value is basically the same as the silver pass). I know I have to do AP upgrades in person so waiting until I want to activate the new pass isn't great either as I wouldn't be able to use the expired tickets to make FP.

An AP voucher is actually called an "AP Certificate."
So, that's what you want to "buy" (via upgrade.)
 
As a side question, does an un-activated AP Certificate on your account count as an AP when looking at resort pricing? We have APs that are going to expire in October and I bought new ones before the price increase and attached them to our accounts (was not going to activate them until 2020/2021). Will they count as APs when I look for hotel pricing next year?

It might or might not from what I have seen. I have an AP Certificate linked and I was able to see AP pricing for this fall. My mother also has an AP Certificate linked and she is not able to see AP pricing online, but she was able to call and have the AP promotion applied to her reservation. The only difference between us is that I have had an active AP tied to my account in the past and she has not. But I don't think that was the difference maker, since I was also able to see AP rates and other AP info online prior to activating my first AP Certificate a couple of years ago.
As for the part about counting as APs for hotel pricing...even if you cannot see the pricing online, you can call and have the rate applied (or book using the rate). You will need to show proof of having an AP at check-in, but you don't need it to make the reservation using the AP rate.
 

I guess I will find out in October when mine expire. I don't really want to renew one as the chances of coming during its duration is low.

You don't need an AP or AP certificate to find out AP resort pricing.
You can ask about AP offers over on the DISboards "Resorts" forum, or call Disney periodically and ask.

And, for those reading along...
You don't need an AP or AP certificate to actually book an AP priced resort room.
You just need to obtain an activated AP during that actual trip in order to qualify for the discounted pricing.
