upgrade question

We booked a cat. 11 state room last year and got upgraded to
a 9. Just recently booked 7 day in cat. 10 for next year and this time we
booked thru travel agent and have a cabin assignment of 7005.
First time we booked directly with Dis. Question is, is there any rhyme or reason to upgrades? Also how much have some of you paid to upgrade at checkin? On 4 day last year I ask and was offered outside varanda for extra 200 We are traveling in off season so anticipate ship not being sold out.

Any upgrade stories would be appreciated.
