I hope you notified the Board of Education and the principal. If you just complain to her teacher he may do it again to another student, but if you as the parent (and the tax payer and the parent of a child that votes in the school district) make a complaint to the administration, heads will roll 
Oh ya, that complaint will go in his perm. file and may affect his tenure (if he isn't already tenured). I would be sooooooo upset if I found out that a TEACHER allowed other students to make fun of a child (any child, not just mine)!!!
