This past year, we did not use one our tickets in our package. Can we use it 1/2018? And does it have be used to person it was originally assigned to or it be reassigned? It was never activated?

2. Nope.
3. Yes. You can do that in your MDX account.
4. If it was never used to enter a park, then it is still "unactivated."
If it does not have enough "days" on it, or if it lacks any wanted features (like Park Hopping)
you can choose to upgrade that ticket when you arrive at WDW.
I have exactly this same situation. I had no problem reassigning my ticket through My Disney Experience to a new user, and will make use of it this coming August.
