AAA website or ask Universal operators if rate is available yet) & buy your admission tickets separately.
I bought several of the 7 day tickets when they were less than $70 a person sometime ago...money in the bank

), keep your eye out. Make sure not to purchase tickets that expire the end of 2010-there are some out there thru ticketmaster, timeshares, etc. The ticket brokers (believe it was mapleleaf?had a good deal going for awhile) are another option to explore.
Booking non-package components are far less restictive as to cancellations/change in plans, etc. & you only need to pre-pay 1 night to hold your reservation.
FYI, sometimes you will find that buying 1 preferred annual pass (PAP) is worth it to obtain a great rate @ the onsite hotels. Check the Universal site or call for the current hotel rate. Unlike Disney, they rates ebb & flow often. You can always upgrade your ticket to one when you arrive to get the rate.
