Universal military tickets

Not sure if this is the right place to ask, but I have a question about the free military active duty 3 day park to park ticket promotion for Universal . If the rest of the family purchases tickets with the front of the line add on, can I pay for just the upgrade on the free ticket? Thanks in advance!
