We are visiting universal Florida in February (19th) before our Disney cruise. I am trying to figure out if we should get the express pass or not? Is mid feb recommended for the express pass and is the only combo ticket you can get for 1 day park to park and express pass combined only sold on the universal site?

As long as it doesn't fall on any holidays, it is pretty safe to go without express. You can always add it once you get there.
 
We're there at that same time (though for several days). According to Undercover Tourist's crowd calendar, the 19th is a 7/10.
I am light on Universal experience, so I don't really know what kind of crowds that translates to.
I know I have read from others that you can add the express pass that day if you decide the crowds are prohibitive.
 
Mid-February is Mardi Gras concert time, so that always brings the crowds up a bit more than if it was early or late February. There isn't a concert on the 19th, but there is on the 20th and there may be people in for the weekend for that concert. It's not one of the really popular ones like Fallout Boy, though, so you may be ok. Technically, you can add express passes once you're there, but I have seen them sell out of them on really busy days.
