Universal Crowds

Could one gauge the crowd expectation at Universal by the Disney crowds? For example, if I am visiting at the end of April and Disney has medium crowd level expectations, could I expect the same of Universal? I'm trying to decide if we stay on site because the VIP passes are quite high.

If Harry Potter is opened by then (which I would assume it would be) the crowds will not be pretty. With the price of VIP Express, I would just stay onsite. Universal's hotels are very nice, and the cheapest, Royal Pacific, is one of my favorite hotels!

We just stayed at Royal Pacific...it is very nice and so close...you can walk to the parks. The FOTL perk is quite nice too. My experience was that the crowds at Disney(12-18/12-21) were much higher than at US & IOA from 12/21-12/23. Saw a glimpse of construction on thr Harry Potter area...looks like it will be pretty cool! I would expect the crowds to pick up for it!!
