Univeral/City Walk NYE Party

I was thinking of going to the park on NYE, but wasn't wanting to pay an extra $115 for tickets to the NYE thing. Can one still access City Walk without paying the prices for the concert/food?

Anyone can go to CityWalk w/o paying for the party but a large part of the complex is blocked off for the party. It will definitely be jammed packed that night.
