The definition of what is corruption does change with regard to whether the practice is considered corrupt or not. For example, in places where it is appropriate to provide a financial gift to someone you're trying to get to agree to a business contract, it isn't corruption, while the same practice here in the United States would be considered corrupt.
Your example highlights my point, actually: Your talking about a "state" contract, not a contract with another country. As I said before, "Americans don't realize is just how different values are in different countries around the world." Within the United States there is general consistency, and perhaps that misleads Americans into think that our nation's consensus values are held more widely than just here within our country.
