There is a difference between being laid off (due to poor economy/lack of funding). Being fired is almost always due to misconduct and generally you don't get to collect unemployment.
Actually you can collect unemployment even if you have been fired for misconduct. Unless the company followed specific procedures and clearly outlined their misconduct policy in writing, the person who was terminated does have rights under the law.
You can also collect unemployment if you quit...again it depends on the circumstances but it can be done.
