We will be touring and will likely buy at CCV this weekend. I was informed that we would have August use year and my 2017 MF prorated for the little bit of 2017 we have left. In reading other threads it seems like I should get 2016 points as well. Looking for some guidance as we will be there in a couple of days. Thanks.

You will not get 2016 points as you are already in your 2017 UY. You would only get 2016 if you had purchased prior to AUG.
 
As I understand it, 2017 points, good through July 31, 2019 (if banked)...MF paid up with remaining days of 2017 being prorated.

Do I have it correct?

Given you are traveling in late December, it may not work for you, but a Feb UY would get you 2017 Feb points for next to zero MF, plus 2018 points will come in 2 months. They'll bank the Feb points for you which will be good until January 31 2019.

All that said, UY should probably be more deliberate a choice than simply the greatest banking potential. You should tell your guide which UY you want, not take what they're selling you, especially for a new resort like CCV which probably has every UY available.
 

IF you buy and want to book a vacation for early 2018, you can ask your guide to make this happen. They can pull inventory from the cash inventory and make a room available that wouldn't if you book online later.
 
We are looking for most stays later in the year. We live 2 hours away but want to go in late fall every year with maybe other trips sprinkled in. This spring is crazy busy but might look for something early on in Feb for a couple nights to celebrate. Thanks for the advice.
 
You may need help with that February stay, and fall, late fall is very busy DVC time. Be sure you can book early!
 
if most of your stays are going to be late fall -- look into getting a UY that starts right before your expected travel. So if you expect to travel in Oct and Nov, Oct/Sep or Aug would be most preferable. DEC and FEB UYs would be worst case.
