You may want to look at limitations to the 1 year rule as it has a specific meaning. The rule is correct at 60 days form the statement date which gives you longer up to 90+ so long as you did not pay the statement in full which means you filed a Claim OR you informed the credit company you will be returning an item which can be converted into a dispute, however almost all larger banks will allow the 90 day rule without filing a dispute or informing them of a return. The truth is it is very bank dependent after your bill is paid and this does not mean you finance something. The one year is a time frame for the dispute to be settled as you can dispute something lose and re-dispute it with different information... Amex in general is the best most others will state up to 90 days in the user agreements.
