I believe they can. They need to be eligible for Membership Extras to activate it without an additional cost.

If the renewal voucher is linked to MDE and there is a link that say "Reassign", you should be able to reassign that to anyone listed in your Family & Friends.

I do see Reassign Ticket in my MDE. So I take it if I want to reassign it to someone who is not in my Family & Friends list, then I should add them first and then reassign. Thanks for the information!

That should work. Just make sure the recipient is eligible to activate it (blue card member, etc.).
