Customs is trying to charge me $13.00 for a package that totals $21.28 from the US

I assume that's largely a brokerage fee from UPS or similar?

I won't buy anything from the States unless it can be shipped by US post office, then Canada Post will charge a flat $5 brokerage fee, and maybe collect the GST.
