Say you have two families, both with the DDP Plan.

If the first family runs out of credits, but the second still has credits, can the second family "pay" for all the meals at a restaurant or cs with their credits? Or is it family specific?

We did exactly that a few weeks ago with no problems whatsoever. Just explain to the server before you order what you plan on doing. The answer we received every time, for 10 days, was a cheery "no problem!"

The Dining Plan rules do state that the plan is non-transferable. As lyzziesmom indicated, there is no specific enforcement. As with most things, Disney relies on its guests to voluntarily comply.
